It was a political, clubby decision, not a good government decision. As TPM observes:

Moreover, Blue Dog renegades like Florida's Bill Nelson now know the Senate leadership can't properly parent them. Go ahead, kids. Do your worst. There won't be any consequences.

If Liberman was to change caucus, he would be a regug, but if he stays as is and if Reid can somewhat control him, then the Dems could possibly have a filibuster proof majority. Doesn't this seem likley as he has voted with the party mostly. I not a Liberman fan, but I see why it has turned out the way it did.
